GOIL PLC's Group Chief Executive Officer and Managing Director, Mr. Edward Abambire Bawa, has called for greater investment in knowledge and technology transfer, as well as improved access to long-term financing, to accelerate local content and industrial participation in Ghana's downstream petroleum sector.

Mr. Bawa made the call during a panel discussion on "Local Content and Industrial Participation in Downstream Growth" at the 7th Ghana International Petroleum Conference (GhIPCon 2026), held at The Palms Convention Centre in Accra.

The conference, organised by the National Petroleum Authority (NPA) in collaboration with the Ghana Chamber of Bulk Oil Distributors (CBOD) and the Chamber of Oil Marketing Companies (COMAC) under the auspices of the Ministry of Energy and Green Transition, brought together industry leaders, policymakers, regulators, and investors to discuss this year's theme: "Building a Resilient Downstream: Policy, Innovation, and Investment for Growth."

During the discussion, Mr. Bawa emphasised that sustainable local participation depends not only on ownership but also on deliberate investments in knowledge and technology transfer, skills development, and innovation. He noted that equipping indigenous companies with the right expertise and technology is essential to enhancing their competitiveness and supporting long-term industry growth.

He also identified the high cost and short tenure of capital in Ghana's financial market as a major constraint to indigenous participation, explaining that these financing challenges limit the ability of local businesses to invest, expand, and compete effectively.
